Terri E. Hipps, MS, LPC-S

Terri Hipps is a widely acknowledged, committed and goal-attaining Health & Human Services Executive specializing in the develpment, implementation and expansion of various nonprofit community services programs through success leveraging resources, obtaining funds and initiating organizational efficiency. In addition, Terri is an expert in large-scale, complex project management, strategic planning, financial management, personnel training/supervision, quality assurance and budgeting.

Through a unique passion for the improvement of community services to the public to enhance the lives of human beings, Terri has achieved multiple impressive career accomplishments. Terri reformed and advanced a low-performing after care program into a highly productive and profitable program which expanded to Moldova (Romania), Alaska and throughout the State of Texas. She has also secured more than $15 million in funding and has improved service delivery statewide.

 She launched several ground-breaking youth training programs designed for young adults from 15 to 21 years old specializing in life skills, job skills, higher education and financial management. As a direct result, Terri improved youth performance and assistance by over 50% within a one year time frame.  

As a tenacious and dedicated leader of operations, projects, contracts and staff, Terri has managed up to 160+ employees and a $15+ million budget for the establishment of all program activities throughout nine regions statewide, and is instrumental in achieving and exceeding all expense controls and objectives. She directed 35 private, county, state and federal contracts in the areas of investor relations, quality assurance/performance measures and audits.

Dedicated to accomplishing and maintaining top quality results in all aspects of business and services, Terri significantly improved the overall value and delivery of programs offered to special needs population through successful results recruiting higher-skilled personnel. Terri is also recognized for delivering the immediate housing needs for juvenile justice, former foster youth and at-risk youth through acquisition of private funding for the development of the first rural transition center and apartment complex in the state of Texas.

Terri’s credentials include a Master of Science Degree in Counseling Psychology from Our Lady of the Lake University. In addition, she is a Licensed Professional Counselor (LPC) and an approved Supervisor through the State of Texas.
